This game had been invented by my daughter Lisa.
It is a variant of the well-known Nim game.
We have several leading zeros, and then integers from 1 to 3.
Let x be the first nonzero entry.
Then you may
either change the first x non zero numbers into zeros (move 1),
or change all numbers up to the second entry with value x
(this number included) into zeros (move 2).
You alternate moves with the computer.
Who has to make the last move (changing the remaining non-zeros
into zeros) loses.
